* Candace Stewart has joined Long Term Care Services of Ventura County as field services coordinator. She comes to the ombudsman program after working many years with the Alzheimer’s Assn.

She will conduct a weekly family support group and work with volunteer ombudsmen who make unscheduled visits to long-term care facilities in Ventura County.

* Dave Kish, a specialist in electrical power and controls, has been named a senior designer at IPC Systems Engineering in Ventura. He will be responsible for the design of all electrical control systems for IPC clients, which include manufacturing industries in the U.S. and abroad.

Kish has 14 years of experience as an engineering technician and design engineer.

* Jim Cox has opened Century 21 Ability in Camarillo, formerly known as Ability Real Estate. Cox has been a Century 21 broker for more than 15 years.

The company, at 2011 Ventura Blvd., employs 30 agents who specialize in Camarillo residences.

* Pacific Bell has named Michael L. Silacci as director of external affairs for Ventura and Santa Barbara counties. He last was in San Francisco, where he was director of regulatory issues for Pacific Telesis Group.

He joined Pacific Bell in 1982.

* Attorney William E. Winfield, a partner in the law firm of Nordman, Cormany, Hair & Compton in Oxnard, has been designated a specialist in business bankruptcy law by the Commercial Law League of America’s Academy of Commercial and Bankruptcy Law.

The academy is accredited by the American Bar Assn. as a certifying organization in the field of creditors’ rights and business bankruptcy.
