Charter School: The mantra in the San Fernando Valley is more local control. Now some teachers and parents in Tujunga are attempting to practice what they preach . . . On Monday, they go before the Los Angeles Board of Education to discuss plans for the Northwest Charter School, where faculty and advisors will decide what students learn and how they learn it. The campus could open its doors in September to 100 students, becoming the fourth charter school in the Valley.
