President Clinton urged Congress to crack down on hate crimes by making it a federal offense to attack people because of sexual orientation, sex or disability. “We hear too many of these stories--stories of violent acts which are not just despicable acts of bias and bigotry, they are crimes,” he told a White House conference to raise public awareness of hate crimes.
