Foster to Be Sworn In as Tustin’s Police Chief at Monday Ceremony

Acting Police Chief Steven Foster will be sworn in as the city’s permanent chief during a public ceremony Monday at 5:30 p.m.

Foster, 47, was appointed to the position last week. He was hired as a patrol officer 23 years ago and has worked his way up through the Police Department ranks.

He was a captain when appointed acting chief in September 1996 after W. Douglas Franks retired for medical reasons. Franks, 60, had served in that post for seven years.

Foster will oversee about 90 sworn police officers in a city of about 60,000 people.

The swearing-in ceremony will be in the City Council chambers, 300 Centennial Way.
