Interim City Manager Becomes Permanent

Don Vestal, a former public works director who has served as interim city manager since the resignation of Bill Smith six months ago, has been appointed to the job.

Mayor Frank Fry Jr. cited Vestal’s extensive experience in municipal government as the deciding factor in the City Council’s unanimous decision this week.

“He has a great track record,” Fry said. “Don’s 20 years with Westminster has given him a thorough knowledge of every phase of city operations and management.”

Vestal, 48, was hired by Westminster in 1977 as a city planner. He was appointed planning director in 1982, community development director in 1987 and public works director in 1989, and was given the additional title of deputy city manager in 1994.

Fry said Vestal’s six-month tenure as interim city manager helped convince council members that he was right for the job. His proposed salary is $112,500 annually.

Smith resigned in March after clashing with a newly elected council majority on several major proposals.
