In a Sept. 5 letter, Northrop Grumman’s William H. Lawler cites the same old Air Force hyperbole they gave us about the B-1, that they can project power anywhere in the world. In truth, for a global mission, they can project power only after aerial refueling, a technology the Air Force had to be led screaming and kicking to adopt.

Had the Air Force followed the recommendations of the Carter administration, Adm. Stansfield Turner in particular, and spent the billions wasted on the B-1 and built KC-10 cargo/tankers and proven long-range fighter/bombers, the Air Force would be 10 times stronger today to carry out its global commitments without spending the additional billions for the B-2.
