Clinton to Seek More Later on Settlement
President Clinton is expected to announce Wednesday that he will neither seek line-by-line changes in the complicated tobacco settlement nor press Congress to act on the accord this year, White House aides said. Instead, he plans to broadly outline his demands and tell Congress that the time is ripe for action next year, they said. Clinton is expected to demand full power for the Food and Drug Administration to regulate tobacco; a reduction in teen-age smoking by restricting advertising, sales and placement; and punishment of tobacco companies if goals for reducing teen smoking are not met.
