Executions Held, Ex-Minister Alleges
Former Justice Minister Serhy Holovaty accused Ukraine of secretly executing more than a dozen people this year in flagrant violation of solemn pledges to the Council of Europe to halt capital punishment. An official in President Leonid D. Kuchma’s administration denied the charge. Kuchma fired Holovaty a month ago. Holovaty has since declared his intention to run against the president in 1999 elections. Holovaty’s charge could spell a rough ride for Kuchma at a Council of Europe summit in Strasbourg, France, on Oct. 10-11.
