Panel to Choose Area’s Water Service Provider

Local Agency Formation Commission staff members are recommending that Irvine Ranch Water District’s sphere of influence include Santa Ana Heights.

The commission could decide Wednesday whether Irvine Ranch or Mesa Consolidated Water District should serve the unincorporated area, potentially ending a long-running dispute.

In a report to the board, staff members say Irvine Ranch would provide cheaper service.

“When you look at the savings we offer, it is no contest,” said Ron Young, Irvine Ranch’s general manager.

Mesa Consolidated officials disagree. Irvine Ranch imports more water than Mesa Consolidated, and that is more expensive than taking it directly from the ground, Mesa spokeswoman Lynette Round said.

Staff members also said Irvine Ranch has an advantage because it owns 80% of Santa Ana Heights Mutual Water Co., put up for sale in 1996.
