Boa Winds Up Here: She’s baaaack. Alissss, the boa constrictor that ate a neighbor’s Chihuahua, is returning to West Hills. Animal regulation commissioners voted 3 to 2 Monday to grant owner Angus Johnson a permit to keep the 9-foot snake. The action strikes down a ruling by animal services chief Gary S. Olsen, who banished the snake to Colton.
