Home Depot Names Human Resources VP

* Michael C. O’Hagan has been named vice president of human resources for the West Coast division of the Home Depot in Fullerton, a home improvement retailer. He succeeds Thomas Koch, who resigned to pursue other opportunities. O’Hagan was most recently director of associate relations for the Sears Home Services division.

* Rick M. Kaplan has been appointed senior vice president of Cushman Realty Corp. in Newport Beach, a real estate brokerage firm. Kaplan, who has more than 15 years of experience in the commercial real estate industry, had been vice president.

* Alexandra Piacenza has been named to the newly created position of vice president of policies and training development for New Century Financial Corp. in Irvine. She joined the company last year as manager of the policies and training development department. Mike Clary was appointed vice president and region manager of the Southwest region. Clary joined New Century in 1996 as its first regional operations manager.

* Robert S. Frengel has joined Specialized Direct Response Inc., an Irvine direct response marketing firm, as president and chief operating officer. He was formerly partner and senior vice president of sales for Ikon Office Solutions in Irvine. Frengel also spent 14 years with Xerox and was director of U.S. sales for GeniGraphics Inc.

* Steve Tedesco has been appointed director of ASL Consulting Engineers’ water/wastewater market area. He has been with the company since 1984 and became a principal in 1992.

* Annette Steiner has joined Hunter Barth Inc. Advertising in Irvine as senior art director/creative director. She was previously in-house creative and marketing director for SPII International in Los Angeles. Steiner also spent 10 years in the New York ad agencies of Saatchi and Saatchi, Griffin Bacal and Grey Advertising.

* Stephen S. King has been named vice president of Harbor Financial Commercial Real Estate Services. He was formerly assistant vice president and Western region manager for USAA Real Estate Co.

* Walt Custer has been appointed vice president, global marketing and European operations for Morton Electronic Materials in Tustin. He had been vice president of marketing and strategic development. Custer succeeds S. John Haywood, senior vice president of European operations, who is retiring after 28 years with the company.

* Richard A. Black has been appointed director of national and theater missile defense programs for Boeing Autonetics Guidance, Navigation & Sensors in Anaheim. Black recently retired as brigadier general from the U.S. Army, where he was commandant, Defense Systems Management College at Fort Belvoir, Va.

* John Aylward has been named executive vice president of Hemingway Personnel Inc. in Newport Beach. He has 25 years of experience in public accounting, private industry and executive recruiting.

* Sharon K. Kilmer has been named executive vice president and generalist portfolio manager for Pacific Investment Management Co., a subsidiary of Newport Beach-based Pimco Advisors LP. She will join the company in early May. Kilmer is currently vice president and director of fixed income portfolio management for Transamerica Investment Services, a unit of Transamerica Corp.

* Patrick E. Kapsner has been named an adjunct associate professor by the USC Health Services Administration Program. He has served on the faculty since 1995 as an adjunct assistant professor. Kapsner is chief executive of Bristol Park Medical in Irvine.

* Mark Simons has been appointed vice president of national sales for Toshiba America Information Systems Inc. in Irvine. Simons headed Toshiba’s channel sales efforts from 1992 to 1997 before becoming vice president of North American sales for IBM.

* Fred M. Whitaker is the new president and chief operating officer of PNEC Corp., doing business as Pacific Northwest Energy Co., part of Orange-based Southern Counties Oil Cos. For the last five years, Whitaker was vice president, general counsel and corporate secretary of Southern Counties and general counsel and corporate secretary for its affiliated companies. He will remain corporate secretary. Robert W. Bollar has joined the company as general counsel and assistant secretary. He had been a partner in the Newport Beach office of Cummins & White LLP.

* Clay Pendergast is the new director of design at the Newport Beach office of Gensler Architecture, Design & Planning Worldwide. He was previously a senior vice president and managing director of ISI in Los Angeles.
