After some debate, the City Council approved a special-event permit Thursday for Century Model Homes--its third this year--by a 3-2 vote. Councilwoman Dorothy Rush opposed the permit, contending that the applicant had abused the last one by littering Imperial Highway utility poles with unauthorized advertising.
