LATEST ACCOMPLISHMENT: A longtime land-use consultant who helped develop Warner Center and Porter Ranch--and a founder of CIVICC, the group that pushed for Valley secession two decades ago--Calemine now heads LAFCO, the agency that will oversee the current secession proposal. Valley secession is the most complex issue ever to go before LAFCO, which usually handles annexations and border issues for the county’s 88 cities and 94 special districts.

GOALS FOR 1999: Calemine will face the difficult task of shepherding the proposal by Valley VOTE to break from Los Angeles in a fashion acceptable to both the city and the secession activists. Valley VOTE recently turned in more than 200,000 signatures to spur a secession study by LAFCO. If the study finds that secession is economically feasible, the issue could be on the ballot as early as 2000.
