El Toro Tops List of Legislative Priorities

Planning the reuse of El Toro Marine Corps Air Station leads the list of federal legislative priorities for Orange County officials, as presented to the Board of Supervisors on Tuesday.

An environmental report on the controversial El Toro plan is expected to be presented to supervisors in the fall, including commercial airport proposals and a non-aviation alternative being prepared by a coalition of South County cities. Supervisors have been designated the planning authority for what happens when the Marines vacate the base in July 1999.

Other legislative priorities for the county, in order of importance: tracking bills that could affect the county’s ability to plan federal transportation projects; obtaining more money for the Santa Ana River flood-control project; resolving a $4.1-million reimbursement that federal emergency officials claim is owed from the January 1995 floods; and codifying language drafted in Orange County giving builders more assurances in dealing with the Endangered Species Act.
