PEER COURT: The Constitutional Rights Foundation of Orange County seeks high school students to join Peer Court, in which they see actual Juvenile Court hearings and participate in the sentencing of a juvenile offender. The Peer Court sessions will be held on the evenings of Aug. 5, 13 and 27 and last about two hours. Community service certificates are provided for participants. AFTER-SCHOOL PROGRAM: A new after-school program in Anaheim Hills offers recreational activities to local children and youth with developmental, physical or learning disabilities. The program also helps out working parents of special-needs children, who often find it hard to find day care for youngsters with disabilities. Youngsters ages 4 to 22 can take part in the art, sports, music and other activities at the center, the fourth opened by Easter Seals in Orange County. It is at Canyon Hills School, 260 S.
