Reward Sought for Landlord’s Arrest
Councilman Richard Alatorre asked the City Council Wednesday to approve a $25,000 reward to expedite the arrest of a landlord who has allegedly dumped barrels of toxic waste on a Boyle Heights property.
An arrest warrant has been issued for Leonard Rubin, but police have not been able to find him. Rubin owns property at 3128 E. Whittier Blvd., said Alatorre aide Luisa Campano, and for the better part of two years has been using it as a dump site.
“Mr. Rubin has willfully disregarded the instructions of the court to remove this hazardous material from his residence and he is now hiding to avoid prosecution,” said Alatorre. “His actions represent an ongoing threat to the safety of the community.”
The City Council could vote on Alatorre’s motion on Friday.
