Re “U.S. a Loner at Talks on a Criminal Court,” June 18:
The proposed international criminal court will be responsible for prosecuting war crimes, genocide and crimes against humanity. U.N. Ambassador Bill Richardson argues incorrectly that the ICC should be subservient to the Security Council. Bad idea. To be effective, the ICC and its prosecutors need independent authority; they should not be subject to jurisdictional nullification by either the criminal defendants or the Security Council. The U.S. proposal for a toothless ICC is unworkable. We need a vigorous, capable and independent ICC.
