* The article “A Debate About Values,” Feb. 15, contained several statements that do not give a complete picture of the proposed Newhall Ranch development.

Newhall Land & Farming Co. Chairman Thomas L. Lee stated that community participation has been available through task force meetings and surveys. The implication is that everyone has had their say and is in agreement. Such is not the case. Santa Clarita, the nearest incorporated city, is on record opposing the Newhall Ranch project. This city is concerned that it will get all the disadvantages of increased traffic and noise while not getting any economic benefits.

Domestic water needs for the proposed development will require at least 24,000 acre-feet annually. Lee stated that one-third of the community water needs would be handled by a water reclamation plant, with the remainder derived from existing water rights and new acquisitions of state water.

With regard to reclaimed water, it is unclear whether this would augment the domestic supply or be made available via a dual system for irrigation of yards, parks, landscaping and common areas.

If reclaimed water is to be used, probably tertiary treatment will be required. Who will retain the responsibility for operation and maintenance of such a plant? Would Newhall Land do this or would the responsibility be turned over to Los Angeles County?

The State Water Project is already overcommitted. This was clearly demonstrated during recent drought years when several agencies’ allocations were reduced and curtailed. This should cast a doubt about the reliability of future allocations, such as Newhall Ranch.
