The Senate approved an emergency funding package Thursday that includes an estimated $200 million in disaster aid for California to help it recover from El Nino related damages.

The money would go to repair freeways, military bases, parks and agricultural areas that have been washed out by recent rains.

Combined with the disaster assistance is an $18-billion line of credit for the International Monetary Fund and additional money to cover the cost of military operations in Bosnia and the Persian Gulf.

It was the IMF measure that drew the fiercest debate as senators clashed over how best to reform the international lending agency. The legislation, which provides money for the IMF to draw on after several major loans to countries in Asia, urges rather than demands reform.

The fate of the funding package remains uncertain in the House, which will take up the matter next week.
