Panel Recommends Mayor Become Part of Council

A charter reform task force has recommended that a citywide elected mayor become part of the City Council.

If approved by voters, the proposal would result in an eight-member council.

The task force voted 12-2 to forward the recommendation to the council to be placed on the November 1998 ballot or March 1999 ballot. It has already recommended a citywide elected mayor but spent months debating how that individual would become part of the council.

The panel rejected proposals to cut the council to six districts or enlarge it to eight districts to accommodate the addition of the citywide elected mayor.

Some members raised concerns that a citywide elected mayor added to the present seven-member body could lead to 4-4 deadlocks on major city issues.
