SEAL BEACH
The City Council opens hearings tonight on the Bixby Old Ranch Towne Center, a proposal to develop a 218-acre property in northern Seal Beach into a retail center with senior living facilities and an expanded golf course. The plan is opposed by nearby residents, who protested in front of the project site Saturday, saying it will generate too much traffic.
