The City Council will hold a special meeting Monday to hear appeals regarding the Shell project, a proposed 2,100-home development in the Chino Hills that received Planning Commission approval Wednesday night. The commission voted 5 to 0 in favor of the plans and design guidelines for the 840-acre project. Because of the development’s size and potential impact on the city’s future, the council decided to schedule the meeting so anyone who wants to can voice concerns about it, City Clerk Carolyn Wallace said.
