As newly elected council members prepare to be sworn in Dec. 1, they’re making plans for change. Mayor Norman Z. Eckenrode, 60, who has already served 20 1/2 years, was elected to his sixth term. He said he wants to continue the city’s efforts to change the railroad along Orangethorpe Avenue to eliminate the need to condemn homes and businesses to make way for overpasses or underpasses. He said he also will continue to work on a plan to bring a water reclamation project to the city. At 28, first-time candidate Chris A. Lowe, a real estate associate, was the top vote-getter with 30.8%. Lowe, who once worked as the Orange County representative for Gov. Pete Wilson, said he will work on making school campuses free of crime and drugs.
