City officials said the huge Bixby Ranch Co. development approved by Seal Beach will have such a dramatic effect on residents here that leaders may file a lawsuit. The project on nearby Seal Beach Boulevard, as approved, will include a 25-acre shopping center, a golf course and 75 new homes. Mayor Ronald Bates said city officials who objected to the plans did not receive an adequate response from Seal Beach addressing their traffic and noise concerns. The council will meet in a closed session at 5 p.m. Dec. 8 to discuss all options, including legal action.
