The Planning Commission approved a draft proposal Monday that would force the Lake Mission Viejo Assn. to limit landscaping to 18 inches in height along Alicia Parkway. The city is attempting to correct a year-long battle to force the Lake Assn. to remove oleanders on the south shore of the lake, considering them a nuisance that blocks the view of the lake. A judge ruled in August that the city’s 1989 ordinance prohibiting “screens” of open space did not apply to the oleanders. Lake Assn. officials said the oleanders are not blocking anyone’s view, and they plan to fight the new ordinance if it passes. The new ordinance will go before the City Council on Dec. 7.
