From Times Wire Reports

Unable to negotiate a price, the government and relatives of Abraham Zapruder, who filmed the Kennedy assassination with his home movie camera, say they’ll let arbitrators decide how much Zapruder’s family should be paid for the 26 seconds of American history. Under a new agreement, the ceiling price is $30 million. The agreement says the Zapruder family will own the copyright and a three-member panel will decide how much the government must compensate the family for the film, said Chris Watney, a Justice Department spokeswoman.
