LAFCO Study Costs

The Los Angeles Times is opposed to the Valley becoming a separate city. It financially supports efforts by the Los Angeles Business Advisors (a downtown business coalition) to stop creation of neighborhood councils with authority in a new city charter.
In a recent editorial (“VOTE Should Pay Its Way,” Aug. 30) The Times stated that the three people who are petitioners for the Valley study by LAFCO [the Local Agency Formation Commission] on cityhood should pay one-half of the estimated $1-million cost of the study.
When residents of Malibu, West Hollywood, Santa Clarita, etc. applied to LAFCO for formation as a city, they did not have to pay for the LAFCO studies. Why should the Valley be treated differently?
Government studies should be paid for by government. To say that the three petitioners must pay an estimated $500,000 is tantamount to stopping the study from being done and thereby preventing a vote of Valley residents.
Perhaps that is why the Los Angeles Times believes that the petitioners should pay one-half of the cost of the study.
