Huntington Beach City Council

* BUDGET CHANGES: Council members will hold a public hearing to discuss the second year of the city’s two-year budget plan.

The $109-million operating budget for 1998-99 includes a few changes from last year. A new police dispatch system will add about $2 million and emergency sewer and street repairs will cost another $2 million. Pay raises and other changes will increase the total budget by about $13.5 million, which is 1% more than in the budget for the previous fiscal year.

Laguna Hills City Council

* COMMUNITY CENTER: The council will consider awarding a contract to C.W. Poss Inc. for construction of the city’s community center and sports park. The cost of the work--Poss submitted the low bid--would be about $14.8 million.

If council members give their approval to the contract, they will set a groundbreaking ceremony for Oct. 16.

This is the second time city officials have recommended Poss for the project. In August, the council declined to award the contract because there were no other bidders besides Poss. The city received three other proposals during a second round of bidding. Those ranged from $15 million to $16 million.

Mission Viejo City Council

* SKATEBOARDING RULES: The council will consider barring skateboarding, in-line skating, roller-skating and similar activities at Mount of Olives Lutheran Church.

But in related action, a Community Services Commission meeting will be held Sept. 17 to consider the construction of a skateboard area at Beebe Park.
