The City Council tonight will consider increasing the maximum household income allowed to qualify for the city’s first-time home buyer and housing rehabilitation loan programs. City officials learned in February that county rather than national median income levels could be used in determining who is eligible; the county’s median income is higher. Under the new proposal, for example, a person who earns as much as $38,250 a year could qualify, up from the current $33,450.
