The City Council will hold a public hearing tonight to consider the formation of an underground utility district in Doheny Village. If approved, property owners between Victoria Boulevard, Doheny Park Road, Las Vegas Avenue and the railroad tracks along San Juan Creek would be financially responsible for burying utility lines in the area.
