City Council members Wednesday decided on what fee they will pay to join the El Toro Reuse Planning Authority. The council voted 4 to 1 to pay the group--which is fighting a proposed airport at the El Toro Marine base--$150,000 a year. The council will pay $10,000 a month for the first six months and $15,000 the rest of the year. Councilwoman Ann Snider dissented, saying the city would go bankrupt if it had to pay the fee.
