The Orange Unified School District has filed an unfair labor practice charge with the Public Employment Relations Board against John Rossmann, president of the Orange Unified Education Assn. The charge was filed about one week after the school district warned association lawyers that Rossmann was making allegedly false and libelous statements to teachers and the press and was allegedly threatening public officials with criminal prosecution “where he knows that no crimes have been committed.”
