The City Council will consider on Monday a 45-day moratorium on the construction of drive-through businesses in the Artists Village district. City officials, wanting to increase pedestrian traffic in the downtown arts area, plan to create new zoning ordinances to bar all drive-through businesses. Drive-through restaurants are already prohibited in the arts district. The council meets at 6 p.m. in chambers, 22 Civic Center Plaza. Information: (714) 647-6520.
