To commemorate the 137th anniversary of the signing of the Emancipation Proclamation, the San Fernando Valley Branch of the NAACP will host its annual Jubilee Day on Sunday.

The celebration, which marks President Lincoln’s Jan. 1 signing of the historic document in 1863 that legally freed slaves in the United States, begins at 3:45 p.m. at New Paradise Church of God in Christ, 11511 Herrick Ave.

Using the theme “Education and Communication--The Continuing Struggle,” organizers said they hope to promote greater dialogue between minority groups regarding the upcoming national election and census as well as issues of local importance such as Valley secession and economic development.

“This year’s Jubilee Day will set the tone for increased political awareness and participation of African Americans and other minorities as we move into the election and census 2000,” said the Rev. Zedar Broadous), branch president. “More youth and young adults in our community are ready and willing to become more involved in Valley social, economic and political issues.”

In keeping with the educational theme, Los Angeles Unified School District Board President Genethia Hayes will give the keynote address, organizers said.

Other invited speakers include Sharon Y. Ashford, president of the National Council of Negro Women, San Fernando Valley Section, community leaders and area clergy, organizers said.

The Jubilee Day Mass Choir, under the direction of the Rev. Arthur L. Broadous, will provide music for the ceremony.
