The city is creating a mortgage assistance program for the 75 homes that will be built on the Bixby Ranch property, City Manager Keith Till said. Some of those homes, expected to fetch more than $300,000, will be made available to moderate-income families, in the $63,000 to $92,000 income range, with low- or no-interest loans ranging from $60,000 to $187,000.
