The City Council last week unveiled plans for a Community Preservation Project that will clean up 12 blighted areas. A committee that has met for several months said the areas have similar problems: overflowing trash dumpsters, graffiti, water damage and health-code violations. Panel representatives said they plan to find additional resources for code enforcement, expand the housing inspection program, work with the city attorney to prosecute uncooperative property owners and create rehabilitation programs with block-grant funds.
