The City Council on Tuesday approved hiring a consultant--at $125 per hour--to create a committee to consider future annexations of Foothill Ranch and Portola Hills. The county-mandated committee will be made up of city officials and affected residents and is expected to begin meeting in March. The consultant, Sharon Browning & Associates, assisted the city in the annexation of the Foothill Ranch Towne Centre last year. Information: (949) 461-3400.
