The City Council today will consider repealing an ordinance regulating massage businesses and adopting new regulations. Three versions for a new ordinance will be considered--one with recommended changes from city staff, the city attorney and the Police Department; another based on suggestions by council members Lucille Kring and Frank Feldhaus; and a third--to be unveiled at the meeting--that will aim at a middle ground between the two, City Atty. Jack L. White said.
Changes under the ordinance proposed by city staff would include a comprehensive background check of applicants and more rigid operating standards to reduce the risk of criminal activity. The version proposed by Kring and Feldhaus includes allowing massages inside homes; eliminating a separate permit for off-site massages, such as at a hotel; and eliminating a requirement that operators, managers and technicians pass a test every three years to demonstrate their knowledge of the ordinance.
