Ex-O.C. Assessor to Advise Telenetics

* Former Orange County assessor Bradley L. Jacobs has joined Telenetics Corp. in Lake Forest as an advisor to the board of directors.

* Lillian Gavin has been appointed executive vice president at Downey Savings and Loan Assn. in Newport Beach. She is director of the compliance and risk management division. Before joining Downey, Gavin was an examiner at the Office of Thrift Supervision for 10 years, and worked for the Federal Deposit Insurance Corp.

* Michael Skillman, director of account management for Cadence Capital Management, a subsidiary partnership of Pimco Advisors LP in Newport Beach, has been named a managing director. Skillman’s promotion increases the number of managing directors at Cadence to four. Prior to joining the company, he was vice president for Avatar Associates and Pacific Financial Asset Management Corp., Cadence’s parent company before going public as Pimco Advisors LP.

* David I. Rainer has been appointed president and chief executive of Santa Monica Bank, a wholly owned subsidiary of Newport Beach-based Western Bancorp. Rainer had been president and chief executive of Pacific Century Bank, formerly California United Bank. He also has held commercial banking positions at Security Pacific Bank and Wells Fargo Bank.

* Willie Alexander has been named account manager for Waters & Faubel, a Newport Beach public affairs and public relations firm. He had been the communications/program director for the South Orange County Regional Chambers of Commerce in Mission Viejo.

* Stephen H. Press has been named vice president of business development for Health Care Property Investors Inc. in Newport Beach. Press was formerly vice president of marketing at the Meditrust Cos. and, before that, the company’s vice president of acquisitions.

* Ted Smykla has joined IPNet Solutions Inc. in Newport Beach as vice president of professional services. Smykla was previously vice president of information systems for US Foodservice Inc. He also has held senior information systems positions with HomeBase Inc., Kierluff Electronics and ALCOA Inc.

* Michael A. Piraino, president and chief operating officer of SM&A; Corp. in Newport Beach, has been appointed a member of the board of directors. Piraino succeeds Ken Colbaugh, who has resigned as executive vice president and a member of its board. Colbaugh will continue as a senior consultant, working with the company on acquisitions and other special projects.

* Steven C. Nock has been made a partner in the Costa Mesa office of the law firm of Sheppard, Mullin, Richter & Hampton LLP. Before joining the firm, he was in-house general counsel to a group of subsidiaries of Pacific Enterprises, parent company of Southern California Gas Co.

* Stephen E. Hannah has been appointed vice president of research and development for VitalCom Inc. in Tustin. Hannah joined VitalCom from Sony Trans Com Inc., at which he led product development, systems engineering and FAA certification related to the design of Sony’s in-flight entertainment systems for commercial aircraft. Prior to Sony, Hannah developed hardware and software products and managed large development projects at Hughes Aircraft Co.

* Paul Robert Carr and Rafael Rojas have joined the board of directors of Harrison Digicom Inc. in Costa Mesa. Carr is chairman of American Cambodia Telcom Ltd. Rojas is chairman of Venro Petroleum Corp. Rojas and Carr succeed Mai Lynh and Phat Le, who served on the Harrison board during 1998, as Harrison has discontinued operations in Vietnam.

* Steven J. Jones has been appointed vice president for O’Donnell/Atkins Co., a land brokerage firm in Costa Mesa. Jones previously directed the land acquisition efforts at Polygon Communities Inc. He also has held executive management positions with Bernard and Spengler in Orange County; Delsanter and Associates in Dallas; Beazer Homes of Southern California; and the Newport Beach-based firms of Lincoln Property Co., Pacesetter Homes and Presley of Southern California.

* Anne Boland Walker has been named senior sales manager at the Irvine division of Richmond American Homes. She joined the company in 1996 as sales manager.

* Mark Tullio has joined Newport Beach-based Schraff Group in the newly created position of new business development director. Tullio was previously with Concentric Network Corp., where he developed and managed the marketing plans and programs for the Integrated Solutions Group division. He also has held senior marketing positions at Continuus Software Corp. in Irvine, CSC Onward in Natick, Mass., and Ardent Software in Westboro, Mass.

* Erik B. Johnson has joined the Southern California chapter board of directors of the Western States Petroleum Assn. Johnson is director of marketing for Tait & Associates Inc. in Santa Ana, an engineering consulting firm.
