State Reaches Agreement on Interim Pact With 1 Union

The administration of Gov. Gray Davis reached an interim agreement with the first of several unions representing state workers, officials said Tuesday.

The deal gives the International Union of Operating Engineers, which represents 11,320 California employees, a 4% raise between March 2 and June 30. The union will then have to renegotiate its contract.

The union wanted an immediate raise, so it agreed to the short-term contract, said Marty Morgenstern, director of the Department of Personnel Administration.

The union represents heavy-equipment operators, mechanics and surveyors in the construction industry. It also includes stationary engineers, who work in operations and maintenance in building and industrial complexes, and in the service industries. The IUOE also represents health industry workers and other public employees.

The Davis administration is still negotiating with the unrelated California State Employees Assn., the largest public workers union in the state, whose 137,000 members have not had a cost-of-living raise in four years.
