The City Council voted 4 to 1 Tuesday to continue its fight against developer Headlands Reserve LLC. A state appellate court on Monday upheld an earlier Superior Court decision requiring the city to continue processing the developer’s plans for the 121-acre Headlands area. The city plans to file an appeal to the California Supreme Court early next week. Plans to mediate the issue are up in the air, according to city officials. Developer Sanford Edward said he would be willing to scale down his plan for 185 homes if a compromise could be reached soon.
