SAN CLEMENTE
The City Council will hold a public hearing tonight to consider a site plan permit for the Marblehead Coastal Promenade, a sprawling commercial development. The plan calls for a factory outlet center, a retail shopping center and a movie theater and restaurant complex. More than 5,000 residents opposed to the commercial development filed a petition calling for a special election on the issue, only to have their request disqualified by city officials because of technical errors.
