Reallocate Park Resources

I see a reduction or reallocation of human resources as a way to find funds to repair parks. I have observed three park personnel in a truck picking up trash on Crystal Cove state beaches. Homes along the coast have one person performing more difficult trash collection services.
Perhaps the state should outsource the trash collection to a private company that can perform this type of service at a much reduced cost.
A time study of the human resource department in parks and recreation may save the state a large amount of money.
