The City Council did some additional fine-tuning to the long-running Balboa Bay Club expansion plans Monday, giving permission for the club to exceed the city’s height limits when it adds more guest rooms, a larger athletic facility and additional parking spaces.

In a 6-1 vote, the council agreed to change the way it measures Bay Club building height and allow the addition of a cupola, an architectural feature that would rise 22 feet above the city’s 35-foot height limit.
