Two group homes that seek to help recovering alcoholics and drug addicts were approved by the Planning Commission this week but not without hours of emotional debate. The commission voted 3 to 2 to approve Newport Harbor Recovery, a live-in drug and alcohol rehabilitation facility. The commission cast an identical vote to approve Yellowstone Womens First Step House, a recovery facility for female addicts. Both facilities come under state and federal protection under the Fair Housing Act and the Americans With Disabilities Act, which restrict a city’s zoning controls when it comes to these types of properties, said Tom Wood, assistant city attorney. Several conditions were placed on the facilities, including limiting parking and meeting times.
