Capt. Thomas Bernitt of the Naval Weapons Station will speak to the City Council on Monday about issues related to the station, such as the Navy’s consideration of plans to privatize weapons handling there. Also on the council agenda are status reports on the proposed teen center and on improvements to the Bolsa Chica Channel.
