House leaders began moving legislation Friday that would double the president’s salary to $400,000 annually after President Clinton leaves office in 2001. The proposal, if approved by the House and Senate, would represent the first pay raise for the nation’s chief executive in 30 years.

The plan was wrapped into a huge spending bill approved by a House Appropriations subcommittee. The provision was not debated.
