LAGUNA NIGUEL
The City Council this week voted to support the Safe and Healthy Communities Initiative, which would require the approval of two-thirds of county voters before the Board of Supervisors could continue with projects that have an impact on the environment, including airport construction or expansion. Backers are attempting to get the initiative qualified for the March 2000 ballot.
