IRVINE
For the third time in four years, the Planning Commission will rule Thursday on a controversial request by Irvine Hand Car Wash to open an oil and lube facility.
The carwash opened in 1996 at Michelson and Culver drives with a gas station and detail center. The City Council twice overturned Planning Commission decisions approving the plans, in 1994 and 1995. Council members said the business would increase traffic beyond acceptable levels and include too many activities on the site. The owner, Joel Burnstine, has renewed his request.
The meeting begins at 6:30 p.m. in City Hall, 1 Irvine Civic Plaza.
