* Bruce Rosenblum has been promoted to executive vice president, television, Warner Bros., Burbank, the company said. He will oversee and coordinate the company’s television operations.

Rosenblum came to Warner Bros. in 1989 when Warner Communications acquired Lorimar Telepictures, where he was vice president of business affairs for Lorimar Television.

* Dennis Davis has been promoted from general manager to president and chief operating officer of Cogent Light, Santa Clarita, the company said. Davis will take over running the company while Doug Brenner, chairman and chief operating officer, works to expand opportunities for the company outside its core medical market.

Cogent Light develops, manufactures and distributes fiber-optic illumination devices for medical and industrial use.

* James Budzyn has been appointed vice president of human resources for Vertel Corp., Woodland Hills, the company said. He will be responsible for recruiting as well as redesigning the company’s human resources programs.

Budzyn had been vice president of human resources for ACT Networks.

Vertel provides broad-band Internet technologies and applications for digital information industries.

* Disney announced new appointments for its joint Internet venture with Infoseek.

Kevin Meyer has been named executive vice president and general manager of the go.com Internet portal, announced Disney’s Buena Vista Internet Group, Burbank. Meyer will be responsible for the day-to-day business of the new Web portal and for growth. Meyer had served as executive vice president, television network / broad-band product and international at Buena Vista Internet Group.

Mort Marcus, president of Buena Vista television, will become vice president of sales and development for go.com. He will direct advertising, sponsorship sales and new business for the portal and other Disney-owned Web sites, including ABC.com and ESPN.com.

Buena Vista Internet Group and Infoseek reached an agreement in July to form go.com. The deal is expected to close Wednesday.

At Disney Consumer Products, Eric Goldman has been promoted to vice president of global retail business development. He will oversee sales planning and analysis of international business practices. He joined Disney in 1995 as director of retail marketing in the United States.

* Kevin Lavalle has been appointed senior vice president for Countrywide.com, the Internet subsidiary of Countrywide Credit Industries, Calabasas, the company announced.

Lavalle joined the company in 1996 as first vice president of Countrywide’s electronic commerce division. He will oversee retail Internet lending, online customer service and internal Internet infrastructure refinements.

Countrywide.com is a direct online full-service mortgage lender.

* J. Richard Leyner, president of Capital Commercial Real Estate Services, has been elected chairman of the United Chambers of Commerce of the San Fernando Valley, Encino, the agency said.

William J. Powers, of the law offices of William J. Powers, will serve as vice chairman.

The group is a legislative advocacy group representing 23 member chambers in the Valley.
